How Does 404/401 Sequencing Affect Site Design?

404/401 permitting runs on a different clock than your local site-plan or grading approval, and the two need to be sequenced deliberately:

  1. Delineate and request a JD early — before finalizing grading limits, road alignments, or utility corridors.
  2. Design to avoid and minimize impacts first — USACE expects an avoidance/minimization narrative before it will consider fill authorized, even under an NWP.
